The taher/tame Contrast

Theological Significance

The azazel goat represents the SECOND phase of atonement. The first goat (the LORD's goat) deals with the sanctuary's accumulated defilement through blood. The azazel goat then removes the sins entirely from the camp. The high priest transfers "all the iniquities... and all their transgressions in all their sins" (Lev 16:21) onto the azazel goat, which carries them into the wilderness. This is the complete removal of sin from the community.
