A. OLD COVENANT FORMATION¶
Exodus 19:1-25 (God's Proposal and Israel's Acceptance)¶
19:1 In the third month, when the children of Israel were gone forth out of the land of Egypt, the same day came they [into] the wilderness of Sinai. 19:2 For they were departed from Rephidim, and were come [to] the desert of Sinai, and had pitched in the wilderness; and there Israel camped before the mount. 19:3 And Moses went up unto God, and the LORD called unto him out of the mountain, saying, Thus shalt thou say to the house of Jacob, and tell the children of Israel; 19:4 Ye have seen what I did unto the Egyptians, and [how] I bare you on eagles' wings, and brought you unto myself. 19:5 Now therefore, if ye will obey my voice indeed, and keep my covenant, then ye shall be a peculiar treasure unto me above all people: for all the earth [is] mine: 19:6 And ye shall be unto me a kingdom of priests, and an holy nation. These [are] the words which thou shalt speak unto the children of Israel. 19:7 And Moses came and called for the elders of the people, and laid before their faces all these words which the LORD commanded him. 19:8 And all the people answered together, and said, All that the LORD hath spoken we will do. And Moses returned the words of the people unto the LORD. 19:9 And the LORD said unto Moses, Lo, I come unto thee in a thick cloud, that the people may hear when I speak with thee, and believe thee for ever. And Moses told the words of the people unto the LORD. 19:10 And the LORD said unto Moses, Go unto the people, and sanctify them to day and to morrow, and let them wash their clothes, 19:11 And be ready against the third day: for the third day the LORD will come down in the sight of all the people upon mount Sinai. 19:12 And thou shalt set bounds unto the people round about, saying, Take heed to yourselves, [that ye] go [not] up into the mount, or touch the border of it: whosoever toucheth the mount shall be surely put to death: 19:13 There shall not an hand touch it, but he shall surely be stoned, or shot through; whether [it be] beast or man, it shall not live: when the trumpet soundeth long, they shall come up to the mount. 19:14 And Moses went down from the mount unto the people, and sanctified the people; and they washed their clothes. 19:15 And he said unto the people, Be ready against the third day: come not at [your] wives. 19:16 And it came to pass on the third day in the morning, that there were thunders and lightnings, and a thick cloud upon the mount, and the voice of the trumpet exceeding loud; so that all the people that [was] in the camp trembled. 19:17 And Moses brought forth the people out of the camp to meet with God; and they stood at the nether part of the mount. 19:18 And mount Sinai was altogether on a smoke, because the LORD descended upon it in fire: and the smoke thereof ascended as the smoke of a furnace, and the whole mount quaked greatly. 19:19 And when the voice of the trumpet sounded long, and waxed louder and louder, Moses spake, and God answered him by a voice. 19:20 And the LORD came down upon mount Sinai, on the top of the mount: and the LORD called Moses [up] to the top of the mount; and Moses went up. 19:21 And the LORD said unto Moses, Go down, charge the people, lest they break through unto the LORD to gaze, and many of them perish. 19:22 And let the priests also, which come near to the LORD, sanctify themselves, lest the LORD break forth upon them. 19:23 And Moses said unto the LORD, The people cannot come up to mount Sinai: for thou chargedst us, saying, Set bounds about the mount, and sanctify it. 19:24 And the LORD said unto him, Away, get thee down, and thou shalt come up, thou, and Aaron with thee: but let not the priests and the people break through to come up unto the LORD, lest he break forth upon them. 19:25 So Moses went down unto the people, and spake unto them.
Exodus 20:1-21 (The Ten Commandments -- Covenant Terms)¶
20:1 And God spake all these words, saying, 20:2 I [am] the LORD thy God, which have brought thee out of the land of Egypt, out of the house of bondage. 20:3 Thou shalt have no other gods before me. 20:4 Thou shalt not make unto thee any graven image, or any likeness [of any thing] that [is] in heaven above, or that [is] in the earth beneath, or that [is] in the water under the earth: 20:5 Thou shalt not bow down thyself to them, nor serve them: for I the LORD thy God [am] a jealous God, visiting the iniquity of the fathers upon the children unto the third and fourth [generation] of them that hate me; 20:6 And shewing mercy unto thousands of them that love me, and keep my commandments. 20:7 Thou shalt not take the name of the LORD thy God in vain; for the LORD will not hold him guiltless that taketh his name in vain. 20:8 Remember the sabbath day, to keep it holy. 20:9 Six days shalt thou labour, and do all thy work: 20:10 But the seventh day [is] the sabbath of the LORD thy God: [in it] thou shalt not do any work, thou, nor thy son, nor thy daughter, thy manservant, nor thy maidservant, nor thy cattle, nor thy stranger that [is] within thy gates: 20:11 For [in] six days the LORD made heaven and earth, the sea, and all that in them [is], and rested the seventh day: wherefore the LORD blessed the sabbath day, and hallowed it. 20:12 Honour thy father and thy mother: that thy days may be long upon the land which the LORD thy God giveth thee. 20:13 Thou shalt not kill. 20:14 Thou shalt not commit adultery. 20:15 Thou shalt not steal. 20:16 Thou shalt not bear false witness against thy neighbour. 20:17 Thou shalt not covet thy neighbour's house, thou shalt not covet thy neighbour's wife, nor his manservant, nor his maidservant, nor his ox, nor his ass, nor any thing that [is] thy neighbour's. 20:18 And all the people saw the thunderings, and the lightnings, and the noise of the trumpet, and the mountain smoking: and when the people saw [it], they removed, and stood afar off. 20:19 And they said unto Moses, Speak thou with us, and we will hear: but let not God speak with us, lest we die. 20:20 And Moses said unto the people, Fear not: for God is come to prove you, and that his fear may be before your faces, that ye sin not. 20:21 And the people stood afar off, and Moses drew near unto the thick darkness where God [was].
Exodus 24:1-18 (Covenant Ratification by Blood)¶
24:1 And he said unto Moses, Come up unto the LORD, thou, and Aaron, Nadab, and Abihu, and seventy of the elders of Israel; and worship ye afar off. 24:2 And Moses alone shall come near the LORD: but they shall not come nigh; neither shall the people go up with him. 24:3 And Moses came and told the people all the words of the LORD, and all the judgments: and all the people answered with one voice, and said, All the words which the LORD hath said will we do. 24:4 And Moses wrote all the words of the LORD, and rose up early in the morning, and builded an altar under the hill, and twelve pillars, according to the twelve tribes of Israel. 24:5 And he sent young men of the children of Israel, which offered burnt offerings, and sacrificed peace offerings of oxen unto the LORD. 24:6 And Moses took half of the blood, and put [it] in basons; and half of the blood he sprinkled on the altar. 24:7 And he took the book of the covenant, and read in the audience of the people: and they said, All that the LORD hath said will we do, and be obedient. 24:8 And Moses took the blood, and sprinkled [it] on the people, and said, Behold the blood of the covenant, which the LORD hath made with you concerning all these words. 24:9 Then went up Moses, and Aaron, Nadab, and Abihu, and seventy of the elders of Israel: 24:10 And they saw the God of Israel: and [there was] under his feet as it were a paved work of a sapphire stone, and as it were the body of heaven in [his] clearness. 24:11 And upon the nobles of the children of Israel he laid not his hand: also they saw God, and did eat and drink. 24:12 And the LORD said unto Moses, Come up to me into the mount, and be there: and I will give thee tables of stone, and a law, and commandments which I have written; that thou mayest teach them. 24:13-18 [Moses goes up into the mount for 40 days and nights]

31:18 And he gave unto Moses, when he had made an end of communing with him upon mount Sinai, two tables of testimony, tables of stone, written with the finger of God.
Exodus 34:27-28 (Words of the Covenant = Ten Commandments)¶
34:27 And the LORD said unto Moses, Write thou these words: for after the tenor of these words I have made a covenant with thee and with Israel. 34:28 And he was there with the LORD forty days and forty nights; he did neither eat bread, nor drink water. And he wrote upon the tables the words of the covenant, the ten commandments.
Deuteronomy 4:13-14 (His Covenant = Ten Commandments)¶
4:13 And he declared unto you his covenant, which he commanded you to perform, [even] ten commandments; and he wrote them upon two tables of stone. 4:14 And the LORD commanded me at that time to teach you statutes and judgments, that ye might do them in the land whither ye go over to possess it.
Deuteronomy 5:1-22 (The Covenant at Horeb)¶
5:1 And Moses called all Israel, and said unto them, Hear, O Israel, the statutes and judgments which I speak in your ears this day, that ye may learn them, and keep, and do them. 5:2 The LORD our God made a covenant with us in Horeb. 5:3 The LORD made not this covenant with our fathers, but with us, [even] us, who [are] all of us here alive this day. 5:4 The LORD talked with you face to face in the mount out of the midst of the fire, 5:5 (I stood between the LORD and you at that time, to shew you the word of the LORD: for ye were afraid by reason of the fire, and went not up into the mount;) saying, 5:6-21 [Recitation of the Ten Commandments -- same content as Exodus 20:2-17] 5:22 These words the LORD spake unto all your assembly in the mount out of the midst of the fire, of the cloud, and of the thick darkness, with a great voice: and he added no more. Deuteronomy 9:9-11 (Tables of the Covenant)¶
9:9 When I was gone up into the mount to receive the tables of stone, [even] the tables of the covenant which the LORD made with you, then I abode in the mount forty days and forty nights, I neither did eat bread nor drink water: 9:10 And the LORD delivered unto me two tables of stone written with the finger of God; and on them [was written] according to all the words, which the LORD spake with you in the mount out of the midst of the fire in the day of the assembly. 9:11 And it came to pass at the end of forty days and forty nights, [that] the LORD gave me the two tables of stone, [even] the tables of the covenant.
Deuteronomy 29:1 (The Words of the Covenant)¶
29:1 These [are] the words of the covenant, which the LORD commanded Moses to make with the children of Israel in the land of Moab, beside the covenant which he made with them in Horeb. 29:4 Yet the LORD hath not given you an heart to perceive, and eyes to see, and ears to hear, unto this day.
B. NEW COVENANT PROPHECY AND PROMISE¶
Jeremiah 31:31-40 (The New Covenant Promise -- Full Context)¶
31:31 Behold, the days come, saith the LORD, that I will make a new covenant with the house of Israel, and with the house of Judah: 31:32 Not according to the covenant that I made with their fathers in the day [that] I took them by the hand to bring them out of the land of Egypt; which my covenant they brake, although I was an husband unto them, saith the LORD: 31:33 But this [shall be] the covenant that I will make with the house of Israel; After those days, saith the LORD, I will put my law in their inward parts, and write it in their hearts; and will be their God, and they shall be my people. 31:34 And they shall teach no more every man his neighbour, and every man his brother, saying, Know the LORD: for they shall all know me, from the least of them unto the greatest of them, saith the LORD: for I will forgive their iniquity, and I will remember their sin no more. 31:35 Thus saith the LORD, which giveth the sun for a light by day, [and] the ordinances of the moon and of the stars for a light by night, which divideth the sea when the waves thereof roar; The LORD of hosts [is] his name: 31:36 If those ordinances depart from before me, saith the LORD, [then] the seed of Israel also shall cease from being a nation before me for ever.
Ezekiel 11:19-20 (New Heart, New Spirit, Walk in Statutes)¶
11:19 And I will give them one heart, and I will put a new spirit within you; and I will take the stony heart out of their flesh, and will give them an heart of flesh: 11:20 That they may walk in my statutes, and keep mine ordinances, and do them: and they shall be my people, and I will be their God.
Ezekiel 36:24-28 (New Heart, Spirit Causes Obedience)¶
36:24 For I will take you from among the heathen, and gather you out of all countries, and will bring you into your own land. 36:25 Then will I sprinkle clean water upon you, and ye shall be clean: from all your filthiness, and from all your idols, will I cleanse you. 36:26 A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh. 36:27 And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do [them]. 36:28 And ye shall dwell in the land that I gave to your fathers; and ye shall be my people, and I will be your God.
Ezekiel 18:31 (Make You a New Heart)¶
18:31 Cast away from you all your transgressions, whereby ye have transgressed; and make you a new heart and a new spirit: for why will ye die, O house of Israel?

C. NEW COVENANT NT EXPOSITION¶
Hebrews 8:1-13 (Better Covenant, Better Promises, First Made Old)¶
8:1 Now of the things which we have spoken [this is] the sum: We have such an high priest, who is set on the right hand of the throne of the Majesty in the heavens; 8:2 A minister of the sanctuary, and of the true tabernacle, which the Lord pitched, and not man. 8:3 For every high priest is ordained to offer gifts and sacrifices: wherefore [it is] of necessity that this man have somewhat also to offer. 8:4 For if he were on earth, he should not be a priest, seeing that there are priests that offer gifts according to the law: 8:5 Who serve unto the example and shadow of heavenly things, as Moses was admonished of God when he was about to make the tabernacle: for, See, saith he, [that] thou make all things according to the pattern shewed to thee in the mount. 8:6 But now hath he obtained a more excellent ministry, by how much also he is the mediator of a better covenant, which was established upon better promises. 8:7 For if that first [covenant] had been faultless, then should no place have been sought for the second. 8:8 For finding fault with them, he saith, Behold, the days come, saith the Lord, when I will make a new covenant with the house of Israel and with the house of Judah: 8:9 Not according to the covenant that I made with their fathers in the day when I took them by the hand to lead them out of the land of Egypt; because they continued not in my covenant, and I regarded them not, saith the Lord. 8:10 For this [is] the covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God, and they shall be to me a people: 8:11 And they shall not teach every man his neighbour, and every man his brother, saying, Know the Lord: for all shall know me, from the least to the greatest. 8:12 For I will be merciful to their unrighteousness, and their sins and their iniquities will I remember no more. 8:13 In that he saith, A new [covenant], he hath made the first old. Now that which decayeth and waxeth old [is] ready to vanish away.
Hebrews 9:1-28 (First Covenant Ordinances; Blood of New Covenant)¶
9:1 Then verily the first [covenant] had also ordinances of divine service, and a worldly sanctuary. 9:2-5 [Description of the tabernacle furnishings] 9:6 Now when these things were thus ordained, the priests went always into the first tabernacle, accomplishing the service [of God]. 9:7 But into the second [went] the high priest alone once every year, not without blood, which he offered for himself, and [for] the errors of the people: 9:8 The Holy Ghost this signifying, that the way into the holiest of all was not yet made manifest, while as the first tabernacle was yet standing: 9:9 Which [was] a figure for the time then present, in which were offered both gifts and sacrifices, that could not make him that did the service perfect, as pertaining to the conscience; 9:10 [Which stood] only in meats and drinks, and divers washings, and carnal ordinances, imposed [on them] until the time of reformation. 9:11 But Christ being come an high priest of good things to come, by a greater and more perfect tabernacle, not made with hands, that is to say, not of this building; 9:12 Neither by the blood of goats and calves, but by his own blood he entered in once into the holy place, having obtained eternal redemption [for us]. 9:13 For if the blood of bulls and of goats, and the ashes of an heifer sprinkling the unclean, sanctifieth to the purifying of the flesh: 9:14 How much more shall the blood of Christ, who through the eternal Spirit offered himself without spot to God, purge your conscience from dead works to serve the living God? 9:15 And for this cause he is the mediator of the new testament, that by means of death, for the redemption of the transgressions [that were] under the first testament, they which are called might receive the promise of eternal inheritance. 9:16 For where a testament [is], there must also of necessity be the death of the testator. 9:17 For a testament [is] of force after men are dead: otherwise it is of no strength at all while the testator liveth. 9:18 Whereupon neither the first [testament] was dedicated without blood. 9:19 For when Moses had spoken every precept to all the people according to the law, he took the blood of calves and of goats, with water, and scarlet wool, and hyssop, and sprinkled both the book, and all the people, 9:20 Saying, This [is] the blood of the testament which God hath enjoined unto you. 9:21-28 [Christ's superior sacrifice; entered heaven itself; offered once for all]
Hebrews 10:1-18 (Sacrifices Removed; Law on Hearts)¶
10:1 For the law having a shadow of good things to come, [and] not the very image of the things, can never with those sacrifices which they offered year by year continually make the comers thereunto perfect. 10:2-4 [Sacrifices could not take away sins] 10:5 Wherefore when he cometh into the world, he saith, Sacrifice and offering thou wouldest not, but a body hast thou prepared me: 10:6-8 [Burnt offerings for sin had no pleasure; offered by the law] 10:9 Then said he, Lo, I come to do thy will, O God. He taketh away the first, that he may establish the second. 10:10 By the which will we are sanctified through the offering of the body of Jesus Christ once [for all]. 10:11-14 [One sacrifice for sins forever] 10:15 [Whereof] the Holy Ghost also is a witness to us: for after that he had said before, 10:16 This [is] the covenant that I will make with them after those days, saith the Lord, I will put my laws into their hearts, and in their minds will I write them; 10:17 And their sins and iniquities will I remember no more. 10:18 Now where remission of these [is, there is] no more offering for sin. 10:29 ... who hath trodden under foot the Son of God, and hath counted the blood of the covenant, wherewith he was sanctified, an unholy thing, and hath done despite unto the Spirit of grace?

3:1 Do we begin again to commend ourselves? or need we, as some [others], epistles of commendation to you, or [letters] of commendation from you? 3:2 Ye are our epistle written in our hearts, known and read of all men: 3:3 [Forasmuch as ye are] manifestly declared to be the epistle of Christ ministered by us, written not with ink, but with the Spirit of the living God; not in tables of stone, but in fleshy tables of the heart. 3:4 And such trust have we through Christ to God-ward: 3:5 Not that we are sufficient of ourselves to think any thing as of ourselves; but our sufficiency [is] of God; 3:6 Who also hath made us able ministers of the new testament; not of the letter, but of the spirit: for the letter killeth, but the spirit giveth life. 3:7 But if the ministration of death, written [and] engraven in stones, was glorious, so that the children of Israel could not stedfastly behold the face of Moses for the glory of his countenance; which [glory] was to be done away: 3:8 How shall not the ministration of the spirit be rather glorious? 3:9 For if the ministration of condemnation [be] glory, much more doth the ministration of righteousness exceed in glory. 3:10 For even that which was made glorious had no glory in this respect, by reason of the glory that excelleth. 3:11 For if that which is done away [was] glorious, much more that which remaineth [is] glorious. 3:12 Seeing then that we have such hope, we use great plainness of speech: 3:13 And not as Moses, [which] put a vail over his face, that the children of Israel could not stedfastly look to the end of that which is abolished: 3:14 But their minds were blinded: for until this day remaineth the same vail untaken away in the reading of the old testament; which [vail] is done away in Christ. 3:15 But even unto this day, when Moses is read, the vail is upon their heart. 3:16 Nevertheless when it shall turn to the Lord, the vail shall be taken away. 3:17 Now the Lord is that Spirit: and where the Spirit of the Lord [is], there [is] liberty. 3:18 But we all, with open face beholding as in a glass the glory of the Lord, are changed into the same image from glory to glory, [even] as by the Spirit of the Lord.
Galatians 3:15-22 (Covenant Cannot Be Disannulled; Promise to Abraham)¶
3:15 Brethren, I speak after the manner of men; Though [it be] but a man's covenant, yet [if it be] confirmed, no man disannulleth, or addeth thereto. 3:16 Now to Abraham and his seed were the promises made. He saith not, And to seeds, as of many; but as of one, And to thy seed, which is Christ. 3:17 And this I say, [that] the covenant, that was confirmed before of God in Christ, the law, which was four hundred and thirty years after, cannot disannul, that it should make the promise of none effect. 3:18 For if the inheritance [be] of the law, [it is] no more of promise: but God gave [it] to Abraham by promise. 3:19 Wherefore then [serveth] the law? It was added because of transgressions, till the seed should come to whom the promise was made; [and it was] ordained by angels in the hand of a mediator. 3:20 Now a mediator is not [a mediator] of one, but God is one. 3:21 [Is] the law then against the promises of God? God forbid: for if there had been a law given which could have given life, verily righteousness should have been by the law. 3:22 But the scripture hath concluded all under sin, that the promise by faith of Jesus Christ might be given to them that believe.
Galatians 4:21-31 (Two Covenants Allegory)¶
4:21 Tell me, ye that desire to be under the law, do ye not hear the law? 4:22 For it is written, that Abraham had two sons, the one by a bondmaid, the other by a freewoman. 4:23 But he [who was] of the bondwoman was born after the flesh; but he of the freewoman [was] by promise. 4:24 Which things are an allegory: for these are the two covenants; the one from the mount Sinai, which gendereth to bondage, which is Agar. 4:25 For this Agar is mount Sinai in Arabia, and answereth to Jerusalem which now is, and is in bondage with her children. 4:26 But Jerusalem which is above is free, which is the mother of us all. 4:27 For it is written, Rejoice, [thou] barren that bearest not; break forth and cry, thou that travailest not: for the desolate hath many more children than she which hath an husband. 4:28 Now we, brethren, as Isaac was, are the children of promise. 4:29 But as then he that was born after the flesh persecuted him [that was born] after the Spirit, even so [it is] now. 4:30 Nevertheless what saith the scripture? Cast out the bondwoman and her son: for the son of the bondwoman shall not be heir with the son of the freewoman. 4:31 So then, brethren, we are not children of the bondwoman, but of the free.
Lord's Supper / New Testament in Blood¶
Matthew 26:28 For this is my blood of the new testament, which is shed for many for the remission of sins. Mark 14:24 And he said unto them, This is my blood of the new testament, which is shed for many. Luke 22:20 Likewise also the cup after supper, saying, This cup [is] the new testament in my blood, which is shed for you. 1 Corinthians 11:25 After the same manner also [he took] the cup, when he had supped, saying, This cup is the new testament in my blood: this do ye, as oft as ye drink [it], in remembrance of me.
D. HEART RENEWAL AND TRANSFORMATION¶

51:10 Create in me a clean heart, O God; and renew a right spirit within me.
