KEY OBSERVATION: v.44 names "the torah" as a single entity; v.45 then enumerates it as edoth + chuqqim + mishpatim. Torah is the genus; the other three are species.

Deuteronomy 6:1

וְזֹ֣את הַמִּצְוָ֗ה הַֽחֻקִּים֙ וְהַמִּשְׁפָּטִ֔ים
