The subject is 3ms -- who is "he"? The nearest grammatical antecedent is Messiah from vv. 25-26. - The covenant (beriyth) is being "made strong/confirmed" -- not created from scratch. Key observation: שְׁבֻ֣עַ (shebu'a = H7620 "week") here refers to a WEEK OF YEARS, as the parallel clause makes clear: "yet seven other YEARS." Laban says "fulfil her week" = fulfil the seven years of service. This is the decisive lexical proof that shabuwa can mean a period of seven years.
