Research Question

What does the Bible say about the new covenant promise to write the law on the heart? Jeremiah prophesied a new covenant where God would put His law "in their inward parts" and write it "in their hearts" (Jer 31:31-34). Hebrews quotes this twice (Heb 8:10; 10:16) as fulfilled in Christ. Ezekiel promised a "new heart" and God's Spirit within, causing obedience (Eze 36:26-27; 11:19-20). Paul speaks of the law "written in their hearts" (Rom 2:15) and the Spirit's writing on "fleshy tables of the heart" (2 Cor 3:3). What is the relationship between the old and new covenants -- is the law different, or is the location and mechanism different? How does the new covenant transform external compliance into internal desire? What does "I will be their God, and they shall be my people" mean in this context? Trace through: Jer 31:31-34, Eze 36:26-27; 11:19-20, Heb 8:6-13; 10:15-18, 2 Cor 3:3-18, Rom 2:14-15; 8:4, Psa 40:8, Psa 37:31, Psa 119:11, Deut 30:6,14.

Key Findings from Prior Studies

From cmd-01 (Decalogue Origin and Character): - N11: "The new covenant writes 'my law' on hearts, and this is stated to be 'not according to the covenant that I made with their fathers' -- the change is in mode (stone to heart), since the content ('my law') remains the same." - E45: "I will make a new covenant...not according to the covenant that I made with their fathers...I will put my law in their inward parts, and write it in their hearts" (Jer 31:31-33). - E46: "I will put my laws into their mind, and write them in their hearts" (Heb 8:10; 10:16). - E47: "Written not with ink, but with the Spirit of the living God; not in tables of stone, but in fleshy tables of the heart" (2 Cor 3:3). - E48: "A new heart also will I give you, and a new spirit will I put within you...I will put my spirit within you, and cause you to walk in my statutes" (Eze 36:26-27). - E49: "The Gentiles, which have not the law, do by nature the things contained in the law...the work of the law written in their hearts" (Rom 2:14-15). - I5: "The new covenant fulfills the Decalogue by internalizing it through the Spirit rather than replacing it with different content."

From cmd-12 (Love Fulfills the Law): - E613: "The LORD thy God will circumcise thine heart...to love the LORD thy God with all thine heart" (Deu 30:6). The ability to love is a divine gift. - E616: "I will put my law in their inward parts, and write it in their hearts" (Jer 31:33). The new covenant writes the same law on hearts. - E633: "The love of God is shed abroad in our hearts by the Holy Ghost" (Rom 5:5). Love is Spirit-produced. - E634: "That the righteousness of the law might be fulfilled in us, who walk not after the flesh, but after the Spirit" (Rom 8:4). - I059: "The new covenant internalizes the Decalogue through Spirit-enabled love rather than replacing it with different content." - N098: "The love that fulfills the law is Spirit-enabled, not self-generated."

From law-10 (New Covenant and Law): - The new covenant changes WHERE the law is located (stone to hearts), HOW obedience is achieved (human effort to Spirit-empowerment), and WHO mediates (Moses to Christ), but not WHAT law is in force. - The possessive pronouns "MY law" (torati), "MY laws" (nomous mou), "MY statutes/MY judgments" (chuqqay/mishpatay) identify the content as God's own pre-existing law.

From law-11 (Written on Hearts): - Four convergent textual markers identify "my law" as the Decalogue: (1) berith = Decalogue equation (Deu 4:13); (2) kathab verb connection (Deu 10:4 / Jer 31:33); (3) stone medium in 2 Cor 3:3; (4) Heb 10 removes ceremonial while moral law remains on hearts. - N056: The Hebrew verb kathab in Jer 31:33 is the same verb used for writing the Decalogue on stone in Deu 10:4. - N057: The stone-medium in 2 Cor 3:3 identifies the Decalogue, since only the Decalogue was written on stone tablets. - N058: Heb 10:1-18 removes sacrificial system (vv.1-9) AND affirms law written on hearts (v.16).

From law-09 (Old Covenant, New Covenant): - Five differences between old and new covenants are all structural/administrative: (1) location, (2) power, (3) mediator, (4) blood, (5) forgiveness. None is a change in law content. - The fault in the old covenant was with the people (Heb 8:8, autous = the people), not with the law.

From cmd-study.db: - cmd-16: "The new covenant does not replace the Decalogue's content but changes its location." - cmd-01: "Pattern 5: Covenant Continuity Through Medium Change -- the new covenant does not replace the Decalogue's content but changes its location."

From law-study.db: - law-10: "Deu 6:5-6 and 30:6, 10-14 -- Heart Obedience." - law-10: "Psalm 37:31, 40:8 -- Law in the Heart (OT Precedent)." - law-10: "Heb 13:20-21 -- The Everlasting Covenant." - law-04: "Heb 8:1-13 -- The argument is about the covenant arrangement, not the moral law itself."

Focus Areas (Derived from Tool Discoveries)

Focus 1: The New Covenant Prophecy -- Jeremiah 31:31-34

Examine the foundational text in full. What does "not according to the covenant that I made with their fathers" mean -- is the LAW different, or is the ARRANGEMENT different? Analyze the Hebrew: "my law" (torati, H8451 + 1st-person suffix), "in their inward parts" (b'qirbam, H7130), "write" (kathab, H3789). Connect the verb kathab to its use in writing the Decalogue on stone (Exo 31:18; Deu 9:10; 10:4). Analyze the covenant formula: "I will be their God, and they shall be my people." Analyze the forgiveness clause: "I will forgive their iniquity, and I will remember their sin no more."

Focus 2: Ezekiel's Heart-Transformation Promises (Eze 36:26-27; 11:19-20)

Examine the new heart / new spirit promise. What is the "stony heart" vs. "heart of flesh"? How does "I will put my spirit within you, and cause you to walk in my statutes" relate to the new covenant? The Spirit CAUSES obedience -- what does this mean for human agency? What statutes (chuqqot) and judgments (mishpatim) does the Spirit cause obedience to? Compare Ezekiel's definition of these terms in Eze 18:5-9 (moral content: no idolatry, no adultery, honesty). Connect to Eze 11:19-20 (one heart, new spirit).

Focus 3: Hebrews' Use of Jeremiah 31 (Heb 8:6-13; 10:15-18)

Hebrews quotes Jeremiah's new covenant prophecy twice. In Heb 8, the argument concerns the better covenant with better promises. Analyze: "finding fault with THEM" (autous, Heb 8:8) -- the fault is with the people, not the law. In Heb 10, the context removes the sacrificial system (vv.1-9) and then quotes "my laws on their hearts" (v.16). The same passage performs both operations: ceremonial removal and moral law internalization. Analyze the phrase "he hath made the first old" (Heb 8:13) -- what exactly is made old? The covenant arrangement or the law content?

Focus 4: 2 Corinthians 3:3-18 -- Stone to Heart, Letter to Spirit

Paul contrasts "tables of stone" and "fleshy tables of the heart." The stone referent is the Decalogue (the only law written on stone). Analyze the letter/spirit contrast (2 Cor 3:6: "the letter killeth, but the spirit giveth life"). What is "the ministration of death, written and engraven in stones" (v.7) -- is this the law itself or the old covenant administration of the law? Note: the glory of the old ministration was real (v.7), even though the glory of the new exceeds it (vv.9-11). Analyze katargoumenen (v.7, feminine participle) -- what is "done away"? Grammar indicates it modifies doxa (glory, feminine), not nomos (law, masculine).

Focus 5: OT Precedents for Law in the Heart (Psa 40:8; 37:31; 119:11; Deu 30:6,14)

The new covenant promise was not entirely unprecedented. Examine OT passages where the law is already described as being "in the heart": - Psa 40:8: "I delight to do thy will, O my God: yea, thy law is within my heart." - Psa 37:31: "The law of his God is in his heart; none of his steps shall slide." - Psa 119:11: "Thy word have I hid in mine heart, that I might not sin against thee." - Deu 30:6: God will circumcise the heart to love Him. - Deu 30:14: "The word is very nigh unto thee, in thy mouth, and in thy heart." - Deu 6:6: "These words...shall be in thine heart." What do these OT precedents tell us about the new covenant promise? Was there a partial reality in the OT that the new covenant brings to fullness?

Focus 6: Romans 2:14-15 -- The Law Written in Gentile Hearts

Paul states that Gentiles "which have not the law, do by nature the things contained in the law...the work of the law written in their hearts, their conscience also bearing witness." What law is "written in their hearts"? How does this relate to the new covenant promise? Is this the same phenomenon or a different one? Analyze "the work of the law" (to ergon tou nomou) and its relationship to the Decalogue.

Focus 7: The Spirit's Role in Heart-Writing (Rom 8:3-4; Gal 5:16-25; 2 Cor 3:3)

The Spirit is the agent of the new covenant writing. Trace the Spirit's role: - 2 Cor 3:3: "Written...with the Spirit of the living God." - Eze 36:27: "I will put my spirit within you, and cause you to walk in my statutes." - Rom 8:3-4: "That the righteousness of the law might be fulfilled in us, who walk...after the Spirit." - Rom 5:5: "The love of God is shed abroad in our hearts by the Holy Ghost." - Gal 5:22-23: Love as the first fruit of the Spirit; "against such there is no law." How does the Spirit enable what the law could not achieve "through the flesh" (Rom 8:3)?

Focus 8: "I Will Be Their God" -- The Covenant Relationship Formula

The covenant formula "I will be their God, and they shall be my people" appears in Jer 31:33, Eze 36:28, Eze 11:20, Heb 8:10, 2 Cor 6:16, and Rev 21:3,7. Trace this formula through Scripture. What does it signify? How does law-on-the-heart relate to the covenant relationship? Is heart-internalization of the law the MEANS by which "I will be their God" is realized?

INVESTIGATIVE METHODOLOGY

  • You are an investigator, not an advocate. Your job is to report what the evidence says.
  • Gather evidence comprehensively. Trace the topic from Genesis to Revelation.
  • Do NOT state opinions. State what the text says.
  • Do not use editorial characterizations like "genuine tension," "strongest argument," "most significant challenge," "honestly acknowledge," or "non-intuitive reading." Simply state what each passage says.
  • When presenting findings, state: "The text says X" (explicit). Then if needed: "From this, it follows that Y" (necessary implication) or "This has been interpreted to mean Z" (inference).
  • Never use language like "irrefutable," "obviously," or "clearly proves." Use "the text states," "this is consistent with."
  • The conclusion should emerge FROM the evidence, not be imposed ON it.
